  Vulkan: SPIR-V Gen: Fix bugs with matrix ops
  
  A number of matrix operations are fixed in this change, such as
  matrix/scalar, ++matrix etc.
  
  This change fixes most of the failing dEQP-GLES2.* tests.  The test
  suite will be enabled once the remaining 32 failures are fixed.
