  Fix GL_OES_texture_3D entry points validation
  
  * Added missing checks to the extension
    entry points to generate proper error
    messages.
  
  * Ensured that the extension entry points
    are invalid on unextended OpenGL ES 3.x
    contexts.
  
  * Fixed invalid usage of the extension entry
    points in PLS tests.
