  Vulkan: Accumulate internal cache stats in renderer
  
  The CacheStats of all internal caches are accumulated
  by the renderer.
  
  In order to see the hit ratios of all caches, the
  following GN args must be enabled:
  is_debug = true
  angle_enable_perf_counter_output = true
