  GN: Add angle_build_tests.
  
  This lets ANGLE builders disable targets they don't need or can't
  build.
  
  This will fix the roll into Skia broken by http://crrev.com/c/3645441.
  Dawn will also need to update its .gn file to set angle_build_tests
  to false.
