  Vulkan: wait for post-link tasks in resetLayout
  
  Wait for post-link tasks before resetting ProgramExecutableVk. Otherwise
  mGraphicsProgramInfos, which post-link tasks use to create pipeline, can
  be prematurely invalidated.
