  Start implementing glClear
  
  Currently, because both SurfaceWgpu::getAttachmentRenderTarget() and
  TextureWgpu::getAttachmentRenderTarget() are unimplemented, there is
  no actual RenderTargetWgpu in the RenderTargetCache to clear.
