  Vulkan: Fix access to inactive attributes
  
  ... within range of active ones.  Since a buffer is bound for inactive
  attributes, it must be considered accessed.
  
  Ultimately, the nullDescriptor feature could be used to avoid binding a
  buffer for inactive attributes.
