  Fix ProgramParameteri validation
  
  dEQP tests suggest that passing a value other than GL_FALSE or GL_TRUE
  to ProgramParameteri generates INVALID_VALUE. The code is also
  refactored so that the implementation of ProgramParameteri is in the
  Context object.
