  Vulkan: Disable EXT_fragment_shading_rate
  
    Due to a few dEQP failures, this extension will be
  temporarily disabled. It can be reverted once the issues
  have been resolved.
  
  * Disabled fragmentShadingRateEXT for Vulkan.
