Point pythondir at site-packages directory. Rename
PYTHON_SITE_PACKAGE to pkgpythondir. Rename PYTHON_SITE_EXEC to
pyexecdir. Removed package/module argument. Removed
PYTHON_SITE_INSTALL. Added version checking.
