Move FT_Get_FSType_Flags to a separate file.

* src/base/ftobjs.c (FT_Get_FSType_Flags): Move to...
* src/base/ftfstype.c: This new file.
* modules.cfg (BASE_EXTENSION): Add ftfstype.c.
* docs/INSTALL.ANY: Updated.
