Move more flags to lib/fcntl.in.h. * lib/cloexec.c: Do not define FD_CLOEXEC here. * lib/popen-safer.c: Do not alias O_NOINHERIT to O_CLOEXEC here. * lib/fcntl.in.h: Do both things here.
