doc: Improve help related to bootstrap script. * doc/gnulib-tool.texi (VCS Issues): Make title more positive, s/Issues/Integration/. Some more bootstrap-related hints, including changing suggested submodule path from .gnulib to gnulib as this seems to be more wide-spread.
