wctype: Work around wctype+iswctype bug on MSVC. * m4/wctype.m4 (gl_FUNC_WCTYPE): In the test program, test also for the MSVC bug. Update cross-compilation guess. * doc/posix-functions/wctype.texi: Mention the MSVC bug.
