AC_CHECK_FUNCS instead of AC_REPLACE_FUNCS. Don't invoke
gl_PREREQ_INET_NTOP. Move tests for declaration of inet_ntop here...

maint: remove useless REPLACE_*_H macros
There are still a few modules, like iconv_h.m4, that still
use older paradigms where GNULIB_POSIXCHECK is unsupported
and where gl_REPLACE_<HEADER>_H is still essential. But since
we are moving away from that style, I see no reason to keep
the idiom for the modules that don't need it.

Port inet_ntop to Solaris 8 (problem found in coreutils 7.2).
* modules/arpa_inet (arpa/inet.h): Depend on arpa_inet.in.h.
* m4/inet_ntop.m4 (gl_INET_NTOP): Search for inet_ntop in -lnsl,
for Solaris 8. This is a bit of a hack, as it means it's the
caller's responsibility to add -lnsl if needed, but most likely it
won't be needed since only getaddrinfo uses this and getaddrinfo
isn't needed on Solaris 8.

The remainder were to add Copyright dates, increment serial numbers,
undo some changes in comments, exclude m4/intl.m4, and add quotes
around the "1" in ",1" where the unusual spacing prohibited the
