gnu-web-doc-update: don't use host alias, cvs.sv.gnu.org
* build-aux/gnu-web-doc-update: Use hostname cvs.savannah.gnu.org,
not cvs.sv.gnu.org. Using the shorter alias would elicit this:
$ pkg=grep ; cvs -d $USER@cvs.sv.gnu.org:/webcvs/$pkg co $pkg
Bad server host key: Invalid key length

Port "$@" to OpenIndiana ksh93
In http://lists.gnu.org/archive/html/bug-autoconf/2015-12/msg00000.html
Pavel Raiskup reports that ${1+"$@"} runs afoul of a bug in /bin/sh
(derived from ksh 93t+ 2010-03-05). ${1+"$@"} works around an ancient
bug long-dead shells, so remove the workaround.

Revamp the handling of options.

Properly initialize submodules (don't rely only on bootstrap)
