Separate the module 'waitpid' from the module 'sys_wait'.

present.

gl_MODULE_INDICATOR_FOR_TESTS.
(gl_SYS_WAIT_H_DEFAULTS): Initialize GNULIB_WAITPID.

(waitpid): Declare only, using modern idiom.

sys_wait: drop link-warning dependency
Until gnulib provides any replacement for functions in <sys/wait.h>,
the header does not need to depend on link-warning.
