Rationale:
Microsoft renamed the "Win32 API" to "Windows API", as it is available
on both 32-bit and 64-bit Windows systems.
But in gnulib, we treat Cygwin like a Unix platform, therefore the main

POSIX systems on the other side. More details in

* lib/getaddrinfo.c [HAVE_NETINET_IN_H]: Include <netinet/in.h>.
Problem reported by Eric Blake.
(getaddrinfo): Initialize se so that it's not garbage.
Redo internal storage allocation so that it doesn't make unportable
assumptions about alignment.
Fix a memory leak.
* m4/getaddrinfo.m4 (gl_PREREQ_GETADDRINFO): Undo previous change;
not needed, since socklen is a prerequisite module.

getaddrinfo.c: Don't fail when SOCK_STREAM or SOCK_DGRAM are
specified in ai_socktype. Fix invalid ai_protocol
check. ai_protocol is usually set to 0 or depending on
ai_family/ai_socktype to IPPROTO_TCP / IPPROTO_UDP. Checking for
SOCK_STREAM / SOCK_DGRAM in ai_protocol was invalid. Set
ai_socktype / ai_protocol in the returned addrinfo structure.
