not gl_GETLOADAVG. Omit unneeded semicolons.

(gl_PREREQ_GETLOADAVG): Use AC_DEFUN, not m4_define. Put
at the end, which is the usual gnulib style.

obsolescent, and programs should use gnulib instead.

but with prefixes changed.
