* m4/mbsinit.m4 (gl_FUNC_MBSINIT): Replace mbsinit also on mingw.
* lib/mbsinit.c (mbsinit): Provide an alternate definition for native
Windows.
* doc/posix-functions/mbsinit.texi: Mention the mingw bug.
