mktempd: use GNU-style -t if available
This better satisfies Jim Meyering’s point in:
https://lists.gnu.org/archive/html/bug-gnulib/2016-03/msg00074.html
that it’s more useful when each temporary test directory name
includes the corresponding test’s name.
* build-aux/mktempd: Try mktemp -t only with GNU syntax, so that
NetBSD mktemp fails. Also, reject templates beginning with "-" so
that they are not treated as options.
* tests/init.sh (mktempd_): Likewise.

|
mktempd: Invoke mktemp portably.
* build-aux/mktempd (mktempd): Don't use -t when invoking mktemp since
some implementations expect an argument while others do not.

test-framework-sh: ‘ps -ef’, not ‘ps ef’
* tests/init.sh (rand_bytes_): Put ‘-’ before new-style ps options.
Suggested by Bob Proulx (Bug#29968).
* build-aux/mktempd (rand_bytes): Make it like tests/init.sh.

mktempd: silence dd usage
When running a testsuite on FreeBSD, I saw a lot of:
1+ records in
0+1 records out
10 bytes transferred in 0.000063 secs (158875 bytes/sec)
literring the testsuite, and traced it to the fact that we
were silencing one, but not the other, dd usage in our fallback.
* build-aux/mktempd (rand_bytes): Silence dd.

update nearly all FSF copyright year lists to include 2009
The files named by the following are exempted:
grep -v '^#' config/srclist.txt|grep -v '^$' \
| while read src dst; do
test -f "$dst" && { echo "$dst"; continue; }
test -d "$dst" || continue
echo "$dst"/$(basename "$src")
done > exempt
git ls-files tests/unictype >> exempt
In the remaining files, convert to all-interval notation if
- there is already at least one year interval like 2000-2003
- the file is maintained by me
- the file is in lib/uni*/, where that style already prevails
Otherwise, use update-copyright's default.

use "echo STR|wc -c" rather than unportable "expr length STR"
* build-aux/mktempd (mktempd): Vendor-supplied expr from at least
OpenBSD 4.3 and Solaris 10 do not honor expr's "length" function.
