    Localizations: Fix omissions from the POT file.

Reported by Benno Schulenberg.

* po/Makefile ($(DOMAIN).pot): Remove the file pre-filtering; just pass
all source files to xgettext.
* po/Makevars (XGETTEXT_OPTIONS): Recognize gettext_noop as a keyword.
