    GNUmakefile: handle "stable" target, not "major"

* top/GNUmakefile (_is-dist-target): s/major/stable/ to match the
lists in maint.mk and announce-gen.  Without this, "make stable"
would fail to ensure that $(VERSION) is up to date.
