[Indic] For old-spec, match non-zero context Fixes consonant-position with old-spec Malayalam. Uniscribe seem to be doing this. Fixes below-base La (eg. Pa,H,La) with AnjaliNewLipi.ttf. Doesn't regress new-spec or other scripts.
