  [Indic] Add Uniscribe bug feature for dotted circle
  
  For dotted-circle independent clusters, Uniscribe does no Reph shaping
  for the exact sequence Ra+Halant+25CC.  Which also is the only possible
  sequence with 25CC at the end.
