Add `argparse` support This change converts raw parsing with `sys.argv` to its equivalent logic with `argparse`. It doesn't fully convert over all of the TODO items listed in the comments, but it does provide some top-level structure which can be used to drive down further improvements and structure. 1. BUILDING AND INSTALLATION
Autoconf

CMake (Windows)
Install CMake: https://www.cmake.org

Package Managers
You can download and install libevent using the vcpkg dependency manager:
git clone https://github.com/Microsoft/vcpkg.git cd vcpkg ./bootstrap-vcpkg.sh ./vcpkg integrate install ./vcpkg install libeventThe libevent port in vcpkg is kept up to date by Microsoft team members and community contributors. If the version is out of date, please create an issue or pull request on the vcpkg repository.
