Eliminate non-ANSI C compatibility macros libjpeg-turbo has never supported non-ANSI C compilers. Per the spec, ANSI C compilers must have locale.h, stddef.h, stdlib.h, memset(), memcpy(), unsigned char, and unsigned short. They must also handle undefined structures.
