jsimd_can_encode_mcu_AC_*(): Remove useless checks These were necessary for the first iteration of the feature (see #46), which provided a different C front end for the SIMD version of the function. The final version of the feature uses a common C front end for both SIMD and non-SIMD implementations, so these checks are no longer necessary. Closes #231
