Sometimes the sampling factors in grayscale images can be > 1 (for instance, if compressing using 'cjpeg -sample 2x2 -grayscale'.) Technically, sampling factors have no meaning with grayscale JPEGs, and the libjpeg decompressor ignores them in that case.
