    cleanup fix a funny typo converted the Schemas code to the new error

* Makefile.am: cleanup
* encoding.c: fix a funny typo
* error.c xmlschemas.c xmlschemastypes.c include/libxml/xmlerror.h:
  converted the Schemas code to the new error handling. PITA,
  still need to check output from regression tests.
