  Message : Polishing together with jmc@: Avoid the impression that we unconditionally recommend LC_CTYPE=en_US.UTF-8. Make it clear that not all parts of the system fully support it yet. Collect the sentences drawing the big picture into a single paragraph, and move it to a less unusual place, right after the option list.
