Vulkan: Fix missing xfb buffer rebind on new command buffer When a command buffer is ended, bindings are lost. This adds a dirty bit to `mNewGraphicsCommandBufferDirtyBits` to make sure transform feedback buffers are bound again on the new command buffer.
