Vulkan: Pass actualFormatID directly into ImageHelper::initExternal Since vk::Format alone won't tell us what the actual format is. This CL let caller pass actualFormatID directly into ImageHelper::initExternal() call and let ImageHelper object keeps record of mActualFormatID without need to refer to vk::Format object.
