D3D11: Require FL 10.1+ for ES3. We decided some time ago to make our lives easier and raise the lower bound on the feature level to 10.1 from 10.0. This makes using some multisample samplers easier in HLSL. It is also a very small and poorly suppoted fraction of our userbase.
