Set gclient arg to not generate location tags. This updates ANGLE to handle a Chromium //DEPS change from https://crrev.com/c/2957335; there is a way to generate component and file location metadata using `dirmd` in chromium test isolates, but we don't currently want to use this in ANGLE. This change updates the ANGLE DEPS file to propagate the right gclient variable into the gclient_gn_args_file so that the build continues to work.
