Vulkan: Remove Arm from perFrameWindowSizeQuery The perFrameWindowSizeQuery feature was enabled for Arm, based on a faulty dEQP test, that says that it is resizing a window on Android, but doesn't actually. The Arm team has verified that this feature is no longer needed for Arm/Mali, and so it is being removed.
