Vulkan: Make explicitly-[non-]rotated get methods Split FramebufferVk::getCompleteRenderArea() into 2, [non-]rotated, explicitly-named methods. Simplify the uses of these methods, and fix some rotation cases. Also explicitly-name FramebufferVk::getScissoredRenderArea().
