Vulkan: Fix serial handling for queries Previous serial mechanism wasn't reliable. QueryHelper is now a vk::Resource and uses the vk::Resource lifecycle. Also added some utility methods to QueryVk to deal with stashed queries. Any question we want to ask about mQueryHelper we want to ask about the stashed queries as well.
