Vulkan: SPIR-V Gen: Re-fix precision of constructors In f3aea7447eae7f5a4a5ad1425ab375b66048ba3f, the precision of constructors was changed such that it would be derived from its operands, but also be able to be promoted based on neighboring operands. Based on https://gitlab.khronos.org/opengl/GLSL/-/issues/58 this is incorrect, and indeed the precision of the constructor (when possible) solely depends on its own operands.
