Reason for revert: Chromium android-binary-size build failed.

Vulkan: Fix native ID for GBM configs
Remove default value.
EGL_NATIVE_VISUAL_ID for GBM configs is handled in
GetNativeVisualID as of commit f54e7ee69c331f0.

Vulkan: Add supportsPresentation feature
Some platforms do not support presentation through any Vulkan queue. In
this case we should not transition the color image layout to present.

Add support for GBM platform by implementing a Display with no WSI
extension.

platform GBM is enabled.
