Tests: Update color values for Unsized/Unsigned in texture tests
Some of the values don't make sense, appear to be copy/paste errors.
Likely pass on non-Android due to sizable error tolerance.
Also turn on float tests that just work.

Consider textures without an attached Buffer as incomplete
There are apps that perform a draw call using GL_TEXTURE_BUFFER
but without binding a valid buffer thus causing a crash. Instead
consider them as incomplete textures and fail validation checks.
Also, there is no need to explicitly track the buffer associated with
an incomplete buffer texture, the owning texture will handle cleanup.

Multisampling support check: sampleCounts > 1 and createFlags
At least two drivers are returning VK_SUCCESS from
vkGetPhysicalDeviceImageFormatProperties2
but also set sampleCounts to 1 which supposedly means no MSRTT
Qualcomm reference device driver fails vkCreateImageView
when enabling the multisampling bit one cubemaps which have
sampleCounts == 1
Additionally,
* include vk::GetMinimalImageCreateFlags() in createFlags - we don't get
the cubemap bit without that
* check both the image format and the additional view format
(linear+srgb) as we set both of these when creating the image
This fixes a bunch of cubemap and 3D tests on Qualcomm reference device

Move uniform block dirty bits to State
When glUniformBlockBinding changes the mapping from a program uniform
block to a buffer binding, all contexts in the share group need to
reprocess the affected block index. Prior to this change, the dirty
bits that indicated which blocks have their mapping redefined were
placed in the program executable, and were reset by the first context
that processed them. As a result, the other contexts in the share group
where not aware of such modifications.
Similarly, when a buffer changed in one context, the mapped program
blocks were marked dirty, with similar cross-context issues.
In this change, the dirty bits are moved to State, so every context
would react to these changes.

GL: Fix UBO binding mapping change
In the absence of any other state change, the GL backend did not bind
buffers (previously unused) that are used after a UBO binding mapping
change.
This also triggered assertion errors in the Vulkan backend.
Additionally, this change improves cross-context programs, though the
Vulkan backend is still affected by some bugs. A follow up change will
rework the dirty bits for this change to fix that.

Wildcards instead of redundant API specification in expectations
The expectations already specify the API they relate to. As such,
specifying the API tag in the gtest name is redundant. For example, it
is preferred to specify:
1234 MAC OPENGL : Foo.Bar/* = SKIP
instead of:
1234 MAC OPENGL : Foo.Bar/ES2_OpenGL = SKIP
1234 MAC OPENGL : Foo.Bar/ES3_OpenGL = SKIP
This change also adds a presubmit to make sure the latter is not
reintroduced. The only possibly legitimate use case for being specific
about the test name is if only a variant of the test fails (such as
ES3_OpenGL_SomeWorkaround). Note that if the opposite is the case
(i.e. ES3_OpenGL fails, but ES3_OpenGL_SomeWorkaround passes), it's an
indication that the feature that made the test pass should have been
enabled by default.

Vulkan: Don't crash when glCopyTexImage2D redefines itself
The Vulkan backend marks a level being redefined as such before doing
the copy. If a single-level texture was being redefined, it releases it
so it can be immediately reallocated. If the source of the copy is the
same texture, this causes a crash.
This can be properly supported by using a temp image to do the copy, but
that is not implemented in this change.

Translator: Limit private variable size to 64KB
This is indirectly fixing an issue where passing large arrays in SPIR-V
such that an internal cast is needed (such as array inside interface
block copied to local varaible) causes an overflow of the instruction
length limit (in the absence of OpCopyLogical).
By limiting the size of private variables to 32KB, this limitation is
indirectly enforced. It was observed that all the test shaders added in
this CL fail on the Nvidia OpenGL drivers, so such a limit seems to be
reasonble.

Vulkan: Fix incompatible redefinition of cube faces
The TextureVk::mRedefinedLevels bitmask tracked which levels are
incompatibly redefined, greatly reducing the complexity of dealing with
GL's mutable textures.
It did not however take into account the fact that GL allows each
cubemap face to be separately redefined (unlike 2D arrays, where all
layers are defined together). This change turns the bitmask into an
array of bitmasks. Previously, a single bit represented whether the
level is incompatibly redefined. Now, elements of the array track the
same information for each cube face. For non-cube-map textures, only
element 0 is used.

Metal: always implicitly resolve MSAA render buffers on tiled GPUs.
On tile based GPUs, implicitly resolving MSAA render buffers to
single-sampled is preferred. Because it would save bandwidth by avoiding
storing the MSAA textures to memory. Furthermore resolving as
StoreAction is almost a free operation on these GPUs.
Traditional desktop GPUs almost always store MSAA textures to memory
anyway, so this feature would have no benefit besides adding additional
resolve step as well as memory overhead of the hidden single-sampled
textures.

Vulkan: Adjust clear color precision for GL_RGB5_A1 FBO
When clear color has more precision than the framebuffer
format can hold, dithering is automatically applied on
some hardware.
This issue causes below dEQP tests to fail when the FBO
color attachment format is RGB5_A1:
KHR-GLES31.core.draw_buffers_indexed.color_masks
KHR-GLES32.core.draw_buffers_indexed.color_masks
Adjust the clear color precision for RGB5_A1 format to
workaround the issue.
We can remove this workaround once the vulkan driver
fixes the auto-dithering problem.

Vulkan: ANGLE_device_vulkan is incompatible w/ asyncCommandQueue
The application may use EGL_ANGLE_device_vulkan to retrieve ANGLE's
Vulkan queue for direct usage. There is no mechanism for the
application to synchronize with the internal thread that uses the same
queue when the asyncCommandQueue feature is enabled.
This was causing flakiness where VVL reported this error. This change
makes sure an ASSERT catches this incompatible usage.

Vulkan: Fix blits involving 3D images
The layer vs depth value involved with 3D images when calling
vkCmdBlitImage is fixed in this change.
However, that brought to light that the combination of
VUID-vkCmdBlitImage-srcImage-00240 and
VUID-vkCmdBlitImage-dstImage-00252 make it impossible to blit between 3D
and 2D array images, which is likely a spec oversight.
This change makes 3D<->2DArray blits fall back to draw-based blit. This
in turn exposed the fact that 3D images as src were not handled in
BlitResolve.frag. A new Blit3DSrc.frag shader is added which shares
code with BlitResolve.frag to implement this. This is a separate shader
to avoid creating unnecessary and invalid combinations of shaders.
VK_EXT_image_2d_view_of_3d could have been used to avoid this new
shader, but that is not ubiquitous.

Reland "Make egl surface uncurrent when being destroyed"
This relands commit 497440cdcb7d2ee59bca612dd07fc13cf09a6a57.
This is to workaround errors when app does below behaviors:
1) while there is a context still bound to the current
rendering thread and the surface, call eglDestroySurface()
2) create a new surface eglCreateWindowSurface()
3) call eglMakeCurrent() with the surface created in step 2)
4) does work on the new surface
The old surface won't be destroyed in step 1) because
it was still bound by the context of the current rendering
thread. When creating new surface on step 2), some hardware
will return error code EGL_BAD_ALLOC, because the old egl
surface is still associated with the native window.
To workaround, when destroying surface, if the surface
is still bound by the context of the current rendering
thread, release the context and surface by passing
EGL_NO_CONTEXT and EGL_NO_SURFACE to eglMakeCurrent().
The workaround is controlled by a frontend feature
uncurrentEglSurfaceUponSurfaceDestroy. This feature
is only enabled on vulkan backends.

Vulkan: Add context flushing as OOM fallback
* As a new fallback for out-of-memory errors, if an allocation results
in device OOM, the context is flushed and the allocation is retried.
* Functions related to buffer/image allocations now return a VkResult
value instead of angle::Result, which will be bubbled up to a higher
level for safer handling.
* The OOM is no longer handled at the level where the allocation
happens, but is moved up to the context.
* Added two functions to ContextVk for allocating memory for images and
buffer suballocations, which also include the fallback options.
* initBufferAllocation(): Uses BufferHelper::initSuballocation()
* initImageAllocation(): Uses ImageHelper::initMemory()
* Moved initNonZeroMemory() out of the following functions:
* BufferHelper::initSuballocation()
* Moved to ContextVk::initBufferAllocation().
* ImageHelper::initMemory()
* Moved to ContextVk::initImageAllocation().
* Also moved to new function:
ImageHelper::initMemoryAndNonZeroFillIfNeeded().
This function replaced the rest of initMemory() usages outside
initImageAllocation().
* New macros for memory allocation
* VK_RESULT_TRY()
* If the output of the command inside it is not VK_SUCCESS, it will
return with the error result from the command.
* VK_RESULT_CHECK()
* If the output of the command inside it is not VK_SUCCESS, it will
return with the input error.
* Added a test in which allocation would fail due to too much pending
garbage without the fix on some platforms. The test ends once there
has been a submission.
* New suite: UniformBufferMemoryTest
* Added a similar test for flushing texture-related pending garbage.
* New suite: Texture2DMemoryTestES3

GL: Ensure all instanced attributes have a buffer with data
Apple OpenGL drivers sometimes crash when given an instanced draw with
a buffer that has never been given data.
It's not efficient to check if the attribute is both zero-sized and
instanced so just ensure that every time a zero-sized buffer is bound
to an attribute, it gets initialized with some data.

Vulkan: Free the garbage memory before realloc
Currently image allocations fall back to system memory in case of
a device OOM. However, in some cases, it is also possible to gain
some memory by freeing garbage memory from the device. This allows
us to keep the allocation on the device memory.
* Updated the image allocation fallback, so we will try cleaning the
garbage memory through the renderer before retrying the allocation.
* finishOneCommandBatchAndCleanup() in RendererVk, which will call a
similar function in its CommandQueue. It will be called until there
are no more in-flight submissions.
* The existing finishOneCommandBatchAndCleanup() in CommandQueue has
been renamed to finishOneCommandBatchAndCleanupImpl().
* Updated the flags used for VMA image allocations. If any device memory
is freed after garbage cleanup to make enough space for the new
allocation, it will take precedence over the system memory.
* Added unit tests in which a new image allocation could happen on the
device after freeing the garbage memory.
* They use a 2D texture and a 2D texture array for garbage.

above are used.

Vulkan: Refactor uniform/block binding duplication code
Previously, resource binding assignment was done as such:
```
for each shader stage
assign bindings to textures
assign bindings to blocks
assign bindings to images
etc
```
To deduplicate bindings when the same resource was used in multiple
stages, a map was used, keyed by the resource's name, to detect when an
already visited resource is encountered in a future stage. This was
both inefficient and unnecessarily complicated.
With this change, resource binding assignment is done as such:
```
for each texture
assign one binding to all shader stages
for each block
assign one binding to all shader stages
for each image
assign one binding to all shader stages
etc
```
The aforementioned map is removed.
Because the resource bindings are now changed, the rest of the code
(which sets up the pipeline layout, updates descriptor sets, sets
dynamic buffer offsets, etc) are all updated to follow the above
pattern. As a result, nested loops are avoided and duplicate entries in
the variable map are never visited.

Remove override test31Context.cpp
Remove the override test31Context so that
1) we can run deqp test suites on Pixel devices
with the same configuration as Android CTS test
runner.
2) those deqp tests that require a GLES 3.2
context will not be skipped and can execute on
devices that supports GLES 3.2.
Since the deqp test runner overrides the feature
exposeNonConformantExtensionsAndVersions with "true" value,
a context is created regardless of whether the device supports
GLES 3.2. However, not all of the devices are GLES 3.2
conformant, we will suppress those tests that
are failing on non-conformant devices.

When VK_FORMAT_FEATURE_UNIFORM_TEXEL_BUFFER_BIT is specified for these

When it is not speficied: previously ANGLE wouldn't enable
GL_EXT_texture_buffer unless exposeNonConformantExtensionsAndVersions

Add Spirv Instruction to explicitly cast mediump float to 16 bit
If the GLSL shader code expects the comparison between
two mediump float values returning true, but the SpirV
compiler treats one of them as 32-bit, and treats the
other one as 16-bit, the comparison would return false
instead. The SpirV compiler may not automatically cast
the mediump float values to 16 bits, because it may
utilize the RelaxedPrecision decoration to keep a mediump
float as 32-bit, so that the compiler can avoid the
type cast from 32-bit highp to 16-bit mediump.
This change adds an additional OpQuantizeToF16 SpirV
instruction to explicitly cast mediump float scalar
or mediump float vector to 16 bit, if they are assigned
with a highp float value. This ensures that if the
GLSL shader code ever compares two meiump float values,
the SpirV shader compiler is not accidentally comparing
a 16 bit with a 32 bit float value.
This fixe the deqp test failure on Pixel 6 and Pixel 7:
dEQP-GLES2.functional.shaders.algorithm.rgb_to_hsl_vertex.

metal: allow unequal size attachments.
OpenGLES3.0 allows FBO with attachments that have unequal size.
In Metal, an FBO is represented by a render pass pipeline, which
is created using MTLRenderPassDescriptor descriptor. The render
pass can have color attachments as well as depth and stencil
attachments. Those individual attachments must have a texture
attached, which works as a buffer. However, the documentation
does not specify any dimension restrictions for those textures.
Test: verify the FramebufferTest_ES3.AttachmentsWithUnequalDimensions
passes.
Test2: made a simple metal app that renders using an offscreen
render pass pipeline to a texture that has size of 32x16 with
a depth buffer attached (size of 16x32) and verified the
pixels on that. The content outside the common area had
undefined pixel data.
