Add standalone ANGLE Pixel 6 experimental bots
The bot only runs dEQP tests with Vulkan backend, not GLES.
Also skipping non-Vulkan tests in angle_end2end_tests.
Also no perf/trace tests, as these time out uploading to device.
Adding suppressions for the failing tests at the same time.

Vulkan: SPIR-V Gen: Drop dependency to glslang
The SPIR-V gen path is now made default. Compilation through glslang is
still supported for debugging, and is enabled on the GLSL* end2end tests
for smoke testing. On release builds, glslang is not supported.
To test with glslang, add the following gn arg (only necessary if dcheck
is disabled):
angle_enable_spirv_gen_through_glslang = true
Then enable the generateSPIRVThroughGlslang feature. This can be done
by setting an environment variable:
ANGLE_FEATURE_OVERRIDES_ENABLED=generateSPIRVThroughGlslang ./angle_deqp_gles2_tests
Binary size saving:
- 1.3MB on Linux (SPIR-V gen itself: 240KB)
- 730KB on Android (SPIR-V gen itself: 140KB)
Perf tests:
- LinkProgramBenchmark.Run/vulkan_compile_single_thread
* Through glslang:
truncated mean: 1287033.36
* Direct SPIR-V Gen:
truncated mean: 244495.91 (~80% reduction)
- LinkProgramBenchmark.Run/vulkan_compile_multi_thread
* Through glslang:
truncated mean: 4565894.83
* Direct SPIR-V Gen:
truncated mean: 1158164.10 (~75% reduction)

Suppress failing end2end tests on direct-to-metal/M1
Two tests from UniformBlockWithOneLargeArrayMemberTest fail when
using the direct-to-metal backend. Suppress until this is fixed.
This CL also adds parsing for the Mac M1 chips to our end2end
test expectations.

Allow specifying GPU config on expectation check.
When we load the expectations we can now specify the config at a later
point. This will make it easier to run test suites that use multiple
APIs, like angle_end2end_tests. We can instead specify the config when
we check the expectation.

Vulkan: Support emulated pre-rotation in dEQP testing
Similarly to end2end tests, the window dimensions are swapped with
emulated prerotation at 90 and 270 degrees, while maintaining to the
application that dimensions are as requested.
The following new command line argument can be used to select an
emulated prerotation:
--emulated-pre-rotation=90
--emulated-pre-rotation=180
--emulated-pre-rotation=270
For example:
$ ./angle_deqp_gles2_tests --use-angle=vulkan \
--deqp-case=*draw* \
--emulated-pre-rotation=270
Additionally, the deqp test expectations can be marked with the
following new tags to add suppressions for failing tests under
prerotation:
PREROTATION
PREROTATION90
PREROTATION180
PREROTATION270

Fix out-of-bounds access bug in ANGLE tests
When not filled in, as in Android, activeGPUIndex is -1. This is fine
for Android because it doesn't use vendorID, but the function computed
vendorID unconditionally without checking for -1.
Default activeGPUIndex to 0 instead of -1. Note code still needs to
check for systemInfo.gpus.empty().
This caused crashes when _LIBCPP_DEBUG=0 was enabled.

This is another warning required by Skia. This one didn't find
anything that surprising. Enabling the warning does help enforce
code consistency and avoids a bit of possible undefined behaviour.

Treat Pixel 2 XL and Pixel 2 the same
When running on a Pixel 2 XL PIXEL2 expecations were not being
applied. Both devices use the same chipset and have same capabilities

Use EnumAdapters to properly detect primary GPU on Win
EnumDisplayDevicesA returns the card that's connected to the display,
but EnumAdapters return the adapter which the desktop primary is
displayed at index 0. We can use this to determine the device used for
graphics.
Also cleans up the discrepancy between platforms on finding "primary" vs
"active" GPU. Asserts that the GPU expected to run ANGLE commands is the
active GPU, and deprecates the primary GPU to be equal to the active
GPU.

Use primaryGPUIndex over activeGPUIndex when determining the system GPU.
Mac OPENGL/AMD dEQP test suppressions were being ignored because in

Use ANGLE's gpu_info_util libraries for test expectations
3. Remove gpu_info.h and gpu_info.cc and use ANGLE's own gpu_info_util to to
gather device info instead.
- Support collecting info for and parsing expectations of specific Android
devices such as Nexus 5X and Pixel 2.
- Change parser behavior to more closely follow:

Can rename/clean up the library to move from chrome style to angle
