Vulkan: Remove extra non-conformant flag checks
It may be possible to remove the flag check and simply rely on the
checks performed in CanSupportGLES32() to determine support for ES 3.2.
The non-conformant flag can remain utilized for certain features until
the relevant issues are resolved and this flag is no longer needed.
* Removed the checks from getMaxConformantESVersion().
* Removed the flag check in Renderer::getMaxSupportedESVersion().
* Added exception to the blend extension when using the non-conformant
flag for Win/Intel.
* Skipped the related tests on this platform that now fail.
* Added a new feature flag to force-enable ES 3.2 on certain platforms
for testing.
* exposeES32ForTesting
* If the bots are updated to support ES 3.2, it can be removed from
using this flag.
* Skipped some VVL errors when the flag is enabled.
* Skipped end2end ES 3.2 tests on SwS.
* Skipped some dEQP tests on P4 and SwS that would use ES 3.2 features
that are not available on those platforms.

Compile with optimize_max instead of default_optimization
Android builds default to aggressive optimization for size (-Oz) which
results in subpar performance in some spots.
AFAICT the effect of this change on cflags is:
-Oz -enable-ml-inliner=release
to
-O2
Note that -enable-ml-inliner=release has a more significant impact on
the binary size than -Oz/-O2:
With it: -Oz 5.7M, -O2 6.15M
Without it: -Oz: 6.3M, -O2 7.1M
So this change goes 5.7M -> 7.1M (+1.4M). That's in standalone ANGLE
builds. Unsure if Chrome builds might be different.
Skipping a few dEQP tests where this switch seems to uncover UB.

Metal: disable fastmath less often.
Stop disabling fastmath if atan is used in the shader. Application
developers will surely prefer the significant performance improvement
of the fastmath optimizations over corner-case differences in
precision.
Make disabling fastmath more precise: only if it's forcibly disabled
as a driver bug workaround, or if the shader uses invariance and
preserveInvariance is not available.
Suppress the test:
dEQP-GLES[23].functional.shaders.invariance.lowp.loop_2
which fails when fastmath is enabled for shaders using atan and
invariance.

Metal: Enable fast math based on runtime OS version checks.
Chrome compiled with a recent SDK but a low minimum required OS version
so fast math was always disabled at compile time. Turn this into a two-
part check: Use macros to make sure preserveInvariance can be compiled
and @available to do the runtime OS check.
Fix the UseFastMathForShaderCompilation check. It was incorrectly
inverting two negative conditions.
Mark some dEQP precision tests as failing due to fast math. We would
prefer to have the performance improvement over some precision loss.

Android: Add/update MaliG710 expectations and tests
Fixed End2End tests causing valiadation errors where
VK_EXT_primitives_generated_query was being enabled without enabling
VK_EXT_transform_feedback.
Consolidated the DEQP-GLES3 expectations for the
functional.transform_feedback* tests, updated some changed
test names.
These test expectations were collected from the 43.0 driver
version.

Test Expectations: Use file order as override priority.
Now expectations that happen first in the file will override those
later expressions. This fixes the weird conflict that could occur
when we use wildcards inside the expression. e.g.:
a) 6746 : *BadConfig = SKIP
b) 5076 : TestSuite.Test/* = TIMEOUT
Previously b) would override a) for TestSuite.Test/BadConfig and we
would give the expectation as TIMEOUT because the string length of
the expectation was longer.
This will allow us to use short skip expressions for e.g. TSAN.

Fix Blitting in Metal backend.
The Metal backend was clipping in integer space.
If the src and dst are not the same size,
say src is 3 wide and dst is 4 wide, and src
starts at -1, then src will be clipped by one
making the src 2 wide. It got 1/3 smaller so the
dst get 1/3 smaller making it 2.666 pixels wide.
The dst then needs to be expanded to pixels so 3 wide.
But, that means the src also needs to be expanded
0.3333 * 3(originalSrcWidth) / 4(originalDstWidth)
so its new left edge is -0.245 which is not an integer.

Enable direct-to-metal backend by default
We are switching over to Apple's direct-to-metal backend instead
of generating SPIRV in the metal backend. This CL enables the
direct-to-metal generation by default, but the SPIRV backend is
still accessible by overriding the feature directMetalGeneration.
This CL comes with a change in test expectations to catch new
failures and clean up newly passing tests.

Test Runner: Determine slow tests from test expectations.
This updates the test harness to handle slow test based on the TIMEOUT
test expectation. It removes the "registerSlowTests" API in favor of
using the test expectation files.
Also updates some of the timeout handling for various angle tests,
including on SwiftShader for multithreading tests.
Increases the timeout for tests in a batch to attempt to fix the
problem of the first test being much slower.

functional.shaders.operator.unary_operator.minus.lowp_uvec3_vertex
functional.shaders.operator.unary_operator.minus.mediump_uvec3_vertex
Fails on x86 when llvmorg-13-init-15561-gf98ed74f Clang rolled.
Unfortunately, expectation file doesn't support architecture,
so suppressing on both x86 and x64 Windows, keeping the test running on
x64 Linux.

Upstream Apple's direct-to-Metal backend: compile libANGLE.
This change is meant to merge the metal backend changes from Apple's
direct-to-Metal backend. Taken from Kyle Piddington's CL:

Vulkan: Work around Nvidia depth clamping bug
In GL ES, depth is always clamped to [0,1].
The same is true in Vulkan, but not for implementations affected by
Nvidia bug 3171019. This patch implements a workaround.
The workaround introduced test failures on Linux with Nvidia Quadro P400
and driver version 418.56, so it's only applied conditionally, and as a
result the test failure expectations are not removed completely.

Vulkan: Re-enable the tests that was disabled due to specConst
The specialization constant crrev.com:/c/2514773 was hitting test
failures on pixel2 devices but not able to reproduce on pixel4. Now I
think the problem is likely attribute to QC driver bug
http://b/173636783. And we have disabled specialization constant code
path on older driver. This CL is to re-enable those tests that we
skipped in that CL so that they gets tested.
