Vulkan: Implement device memory sub-allocation Use AMD Vulkan Memory Allocator for device memory sub-allocation. We now have a mempool from which all glBuffer memory is allocated. The CPU overhead involved in repeated IOCTL calls to the kernel is reduced significantly.
