Remove extra '# if defined(ANGLE_PLATFORM_WINDOWS)' This is a follow up CL of https://chromium-review.googlesource.com/c/angle/angle/+/3902853 The origin CL use defined(ANGLE_PLATFORM_WINDOWS) while it is already in the parent ANGLE_PLATFORM_WINDOWS block. This CL fix this issue.
