  Vulkan:Adding custom pool allocator
  
  Migrated pool allocator used by compiler to common.
  
  Planning to use this for ANGLE custom command buffers so this some
  refactoring in preparation for that work.
  
  Added a unit test to check PoolAllocator functionality.
