    Message : Expose eglGetMscRateCHROMIUM from EGL_CHROMIUM_sync_control When ANGLE is using the GL backend on GLX, we can expose eglGetMscRateCHROMIUM via glXGetMscRateOML. Otherwise, this function should return false.
