Automatically query status of features for tests Now tests can skip based on what features exist, compared to what features are explicitly asked for. For example, a test suite may override-enable a (normally disabled) feature that depends on a hardware capability. With this change, it can be skipped if said hardware capability doesn't exist. As a bonus, tests now correctly skip if the feature is overriden through an environment variable. This change also cleans up VulkanPerformanceCounterTest tests which did the same for a number of specific features.
