  Vulkan: Adjust border color
  
  Some border color tests used to fail due to either unclamped color
  values or not accounting for depth, stencil or luma formats. We now
  adjust the border color value according to the sampler's format.
  
  Test: dEQP-GLES31.functional.texture.border_clamp.*
