    Message : Vulkan: Emulate RGB32 uniform texel buffers when unsupported Applies to: GL_RGB32F, GL_RGB32I, GL_RGB32UI When VK_FORMAT_FEATURE_UNIFORM_TEXEL_BUFFER_BIT is specified for these formats by the Vulkan driver, behavior is the same as before. When it is not speficied: previously ANGLE wouldn't enable GL_EXT_texture_buffer unless exposeNonConformantExtensionsAndVersions was enabled; now ANGLE always enables it and does the RGB->RGBA conversion (GPU) under the hood and tracks buffer content updates using the paths added for tracking this for Vertex Arrays.
